Background
Since 2023, B.P. Mitchell have been operating an Asphalt Production Plant on Cole Green Lane, without this facility having been included in any previous Planning Applications or subject to, from what we can establish, the required environmental Permit Application.
The Asphalt Plant is the source of a continuous low-frequency hum or droning noise, fumes, and bitumen odours that are affecting nearby residents and the local environment.
An updated planning application is now anticipated. However, there is concern that the Planning Agent representing B.P. Mitchell may attempt to downplay the Asphalt Plant as a minor “ancillary” extension to existing operations. This would be misleading and risks bypassing the proper Planning, Permit Applications and Consultations.
The Asphalt Plant represents a distinct and environmentally significant industrial activity. A full and transparent planning process, including environmental impact assessment and public engagement is essential.

Let your voice be heard
1. Write or email Hertfordshire County Council Spatial Planning department with your immediate comments and objections. The location is unsuitable for Asphalt production, may present health and environmental concerns and is not an “ancillary” or secondary supporting use to the main inert waste management operation that has been permitted:

3. Sign the Online Petition, calling for a full planning submission for the Asphalt Plant, ensuring all voices are heard and all impacts properly assessed. This petition calls for the formal planning process to be properly followed.
